Austin Enhances Oversight of Surveillance Technology with TRUST Act

The Austin City Council has unanimously approved the Transparent and Responsible Use of Surveillance Technology (TRUST) Act, a significant step toward regulating the city’s acquisition and deployment of surveillance tools. This ordinance mandates that all city departments provide detailed reports at least four weeks prior to purchasing new surveillance technologies. These reports must outline the necessity of the technology, potential risks to civil liberties, and measures to safeguard residents’ privacy.

The TRUST Act’s passage follows public concerns over previous surveillance initiatives, including a proposed $2 million contract for AI-powered security cameras in city parks, which was removed from the council’s agenda amid community opposition. Council Member Mike Siegel emphasized the importance of local oversight, stating, “This is a way that at the local level, at least we can make sure we’re not complicit in this massive expansion of the surveillance state.”

Under the new ordinance, any city department seeking to acquire surveillance technology must submit a comprehensive report detailing the purpose of the technology, data collection methods, data retention policies, and access controls. These reports will be subject to public review and require council approval before any procurement can proceed.

Community advocates have praised the TRUST Act for promoting transparency and accountability. The ordinance is seen as a proactive measure to balance the benefits of surveillance technology with the protection of individual privacy rights.

As Austin continues to grow and adopt new technologies, the TRUST Act establishes a framework to ensure that surveillance tools are implemented responsibly, with due consideration for the community’s values and concerns.
